• LLC Update
o Work with the landowner – Lead contact is now Beth
Landowner very willing to work with us and is very flexible
o Hopefully have good news about the budget – assuming no major warehouse change
Keep ears and eyes open for warehouse opportunities
o Nudity Laws – People want to skinny dip
Texas law is interesting
• Can be topless anywhere except public spaces regardless of sex
• Public spaces includes Texas waterways
Because of the survival guide saying each individual is responsible for their own infractions and not the land owner
• Do no aide, abet, or encourage
• If we encourage nudity we are responsible – i.e. place signs
Sheriff and landowner signed off
Burlesque show at Art Outside was a misunderstanding
Haven’t found the right sentence to protect the community while allowing the community to do what it wants
This is an event liability concern. If we say this is a Texas Public waterway we aren’t going to restrict you or encourage you to approach the water. You should respect the law.
The LLC does not assume liability on the river since it is a public waterway.
The survival guide will have very specific language that is being worked about this. It’s not a private swimming hole.
This will surprise people. Probably need to call out specially and highlighted in the survival guide.
It is possible for a participant to be ticketed for being naked in the river.
o We really need to worry about disorderly conduct
But sheriff is ok with it.
o Concerns about mass gathering
We gave the landowner a legal opinion clarifying that the mass gathering starts at 2499.
o Still concerns about the beach head on the opposite side of the river that doesn’t belong to the land owner. This is still up in the air.
We won’t encourage people to get near trespassing. We don’t want to go to court.
We don’t want to establish a land boundary or demarcation on the opposite bank.
o We are working on event boundaries.
Sanctioned entry and exit will be called out in the survival guide.
If 50 people show up on rafts to violate perimeter we will have to call the sheriff.
o “What’s new this year” on the front of the survival guide.
o The board getting sued is serious and means we won’t have an event in the future

o Asked Whatamelon about sound – Aaron asked for 6 weeks – We didn’t have 6 weeks.
• Wristbands
o People are talking about camping outside of event. Possible issues with parking and where gate is. Also porous borders.
o No plans at this point.
o Wristbands suck – they make it really easy to determine who is there is supposed to be there, but have philosophical issues.
o Generally say no, if we do go yes. Would need to be nice cloth so that they can survive the river and other issues at the event.
o Concerns about cost and tracking.
o Using a medallion or something instead of a wristband “Shwag.”
Would need to be permanently on you.
o Loathe the thought of people sneaking into flipside. People that sneak in are parasites to the community.
o Not a crazy cost. Also many wristbands will survive the weekend.
o Very easy to sneak in.

o We can’t see another way to control perimeter.
o Each person who sneaks in represents a special risk to the event.
o Worth it to endure indignity for the good of the community.
o Schlitterbaun has wristbands and they work.
o If we waited to see how bad it was, would we have legal issues if we went over mass gathering?
No since we have tickets that are how the county will track us.
The wristbands could be further “Good faith” action for us to take.
o Need policies for replacement etc.
o Keep them consistent with theme. Or make them really annoying.
o “Sneaking in is cooler”
Not all of them are parasites.
o Community is more than having a wristband or not.
Seeing a wristband allows for community enforcement.
o Trying to staff perimeter is going to be very difficult.
o Most other regionals have wristbands.

o Will meet with LLC.

o Total of 2853 requests. 6% failure to send in envelope.
o Nothing to worry about yet.
o Large influx due to temple advertisement.
o Agenda item for 2 meetings from now. – Assuming there is something to talk about.
• Framework for Sustainability Meeting
o Recap: Community is really big, there are 5 LLC members. Community should be policing lots of stuff that shouldn’t make it to Rangers or LLC. The community is not upholding its end of the social contract. The LLC doesn’t want to wear their LLC hat’s if they don’t have to. We want the experiment to succeed. We had to relocate due to sustainability issues. We don’t want to start a trend.
o The meeting should be a brainstorming session for ideas for the community to better policy itself.
o Every interaction outside the community with police or medical, etc. is a nail in the coffin of this event.
o We talk a lot about a mythical “social contract”
o The survival guide is how you survive flipside and how flipside survives you.
o The survival guide is an agent of the social contract.
o How do we enforce the principals? We as a community.
o What are we as a community willing to put up with?
o We have to protect the community from itself in some cases.
A camp that doesn’t care that it’s violating another camp
A person that doesn’t care that it’s violating another person
A person that doesn’t GTFO
These things make the event at risk. Everyone knows there is a problem.
o Society doesn’t want us to have a flipside.
o Wristband discussion is part of it.
o Do we want to be a community that policies itself or a community that narks itself.
o We can’t pretend we are walking down Congress Ave.
o Structure
A fire and brimstone speech to the community, but here is THE way. We need to give a way out, not just talk about what is going wrong.
More of a call to action. Outcall from one citizen to another. Main point is we need to police each other. Rangers do not have force beyond the community’s force. When it goes to the police we have lost. Same attitude as a benefit. Not a top down solution, the LLC doesn’t want to be a top down solution.
A meeting isn’t going to do it. It is a part of it. Conversations on other forums also are needed. Emphasize the participant created aspect of this event.
CC Meetings need to speak up and talk, not just LLC. We need to fill up the warehouse to get people to go and spread the word though other conversations.
Include positive testimonials.
Go easy on the Judeo-Christian metaphors.
“See this is why we can’t have nice things” bring up why we can’t do some things that we want to/used to.
We need to have a discussion, not just agreement.
Are we going to have an outline or some form of structure?
Thomas will mention this at Townhall. Or someone from LLC.
We want as many Theme camp leadership as possible. Use last year’s email list + get new info.
First thing that we discuss is “What is the Social Contract?”
Get people to go to Jack’s leadership workshop
We have trouble generating consensus as the community has gotten broader. Maybe we can’t reach an agreement.

Ghost had some points that sounded like we were talking at instead of talking with.
Partying overshadowed the art. Maybe that’s a cause of the problem since people consider it more of a party than an experiment in community. The family aspect of each camp was really interesting. It’s a better experience as a group when you know other people. We are always going to have problems, but can we as a community deal with those problems? That’s the redemption of the event/community.
